Gentlemen,

1. I send you as an enclosure to this letter a memo I wrote for His Excellency the Officer Administering the Government on the probable traffic to be expected on the Railway.

2. This will be chiefly of use to you to act as a guide for the amount of Rolling stock, which will be required. It is immaterial just at present to consider who will pay for it. This will depend on the working agreement to be drawn up later on.

3. The number of trains mentioned in this memo can be considered as "Joint Stock" to run the through traffic. More stock will be required for the local traffic on the Chinese Section, though I don't think there will be any call for a purely local train in British territory.

4. I think a fourth class will be absolutely necessary; the coolie who will travel by this class is the ordinary country man with his basket of vegetables.
